UW-Whitewater student Kara Welsh fatally shot near Whitewater and Main Street

The University of Wisconsin-Whitewater community is grappling with the tragic loss of one of its students, 21-year-old Kara Welsh, following a fatal shooting that occurred on the evening of Friday, August 30. Authorities have identified the suspect as 23-year-old Chad T. Richards of Loves Park, Illinois. Richards has been arrested and is facing multiple charges, including First-Degree Intentional Homicide.

On the night of August 30, Whitewater Police responded to a distress call from an apartment located near Whitewater and Main Street. Upon arrival, officers encountered a grim scene: Kara Welsh, a promising student and accomplished athlete, had been fatally shot. Initial investigations suggest that the incident stemmed from an altercation between Welsh and Richards. The exact nature of the disagreement remains unclear, but police have determined that it escalated to a point where Richards allegedly used a firearm, resulting in Welsh’s death.

Kara Welsh was a native of Plainfield, Illinois, and was deeply embedded in the UW-Whitewater community. A management major in the College of Business and Economics, Welsh was known not only for her academic dedication but also for her athletic prowess. She was a standout member of the Warhawk gymnastics team, where she made a significant impact. Her achievements included being a two-time All-American and securing the Division III vault title in 2023—a testament to her hard work, talent, and determination.

Teammates, coaches, and friends remember Welsh as a vibrant and passionate individual who had a bright future ahead of her. Her sudden and violent death has left the university community in shock, mourning the loss of a young life taken far too soon.

Chad T. Richards, the accused, hails from Loves Park, Illinois. According to police reports, he was taken into custody without incident shortly after the shooting. Richards is scheduled to appear in court on Tuesday, September 3, at the Walworth County Courthouse. He faces several serious charges, including First-Degree Intentional Homicide, Endangering Safety by the Use of a Dangerous Weapon, and Disorderly Conduct while Armed.

First-Degree Intentional Homicide is one of the most severe charges in Wisconsin, carrying a potential sentence of life imprisonment. The charge implies that the act was premeditated, adding a grave dimension to the case. The additional charges of Endangering Safety by the Use of a Dangerous Weapon and Disorderly Conduct while Armed suggest that Richards’ actions not only led to Welsh’s death but also posed a broader threat to public safety.

The broader Whitewater community has also reacted with sorrow and disbelief. Vigils and memorials are being planned in Welsh’s honor, as those who knew her come together to remember her life and legacy.

While Richards has been arrested and charged, the investigation into the circumstances surrounding the shooting continues. Authorities are piecing together the events leading up to the altercation and are urging anyone with information to come forward. The motive behind the shooting is still under investigation, and police are working diligently to ensure that justice is served.
